Oregon Marketplace Enrollment Partner Training


Assister Training Overview 

All assisters in Oregon must complete annual certification training to remain active. This includes both Oregon Health Plan (OHP) training and Marketplace certification training. These training courses ensure assisters can support individuals applying for OHP and confidently guide or refer those who may be eligible for Marketplace coverage. 

Both training requirements listed below are required to meet Centers for Medicare & Medicaid Services (CMS) certification requirements. 

Assister Training Requirements 

  • Oregon Health Plan (OHP) Training 

    • Required for all assisters. 
    • Provided by the Oregon Health Authority’s Office of Community Health and Engagement (OCHE). 
    • Needed to obtain and maintain an assister ID and access to the ONE system.

  • Marketplace Certification Training 

    • Training year begins July 14, 2026 (Training Year 2026–PY2027).
    • On-demand training available starting September 1, 2026.
    • Current assisters must complete training by October 31, 2026.
    • New assisters onboarded after October 31 should complete training as soon as possible (preferably within 30 days).
    • Training available in English and Spanish.
    • Certification requires a passing score of 80% or higher on the online exam.
    • Needed to obtain and maintain access to Oregon’s state-based marketplace system.


Insurance Agent Training Overview 

All insurance agents and brokers who help individuals and small businesses in Oregon with health coverage applications must complete annual certification training to remain active. The training ensures insurance agents can support individuals applying for health coverage through Oregon’s health insurance marketplace and can confidently guide people through transitioning between programs. 

The training requirement listed below are required to meet Centers for Medicare & Medicaid Services (CMS) certification requirements. 

Agent Training Requirements 

  • Oregon Marketplace Certification Training 

    • Training year begins July 14, 2026 (Training Year 2026–PY2027). 
    • On-demand training available starting September 1, 2026. 
    • Insurance agents/brokers with current licenses must complete training by October 31, 2026. 
    • New agents/brokers onboarded after October 31 should complete training as soon as possible (preferably within 30 days). 
    • Training available in English and Spanish. 
    • Certification requires a passing score of 80% or higher on the online exam. 
    • You must complete Oregon’s Marketplace Certification Training to obtain and maintain access to Oregon’s state-based marketplace system. 
  • CMS Agent/Broker Training 

    • To maintain access to HealthCare.gov systems to help clients with prior year enrollments (before 2027) or to help with applications for states still using HealthCare.gov, you must still complete CMS training requirements.

Enrollment partners may attend any session that fits their schedule, including in-person, virtual, or on-demand options. Whenever possible, it is recommended to attend a live training with your Marketplace Outreach and Education Coordinator.

Annual Training Timeline

  • July 14Training year begins. In-person and virtual training sessions available. 
  • September–OctoberOn-demand Marketplace training available. 
  • October 31 – Deadline for all currently certified assisters. 
  • November–JuneOn-demand training available; limited live sessions.

​Training begins July 14 and must be completed by October 31. If you took Marketplace training before June 1, 2026, it must be retaken for the new training year. ​​​

​The training helps assisters understand Marketplace eligibility and confidently refer individuals who do not qualify for OHP. This ensures a no-wrong-door approach to helping people in Oregon access health coverage, if they or a family member do not qualify for an OHP program. ​

Yes. All certified application assisters are required by CMS to complete Marketplace training annually. 

Yes. Contact CP.Business@odhsoha.oregon.gov​ for assistance with obtaining an assister ID. They can also help with accessing the ONE system.

Insurance agents do not need assister IDs to help with Marketplace applications. Agents should contact CP.Business@odhsoha.oregon.gov​ if they have questions about helping with OHP applications. 

​To remain an active application assister, you must complete all training requirements, including any corresponding exam. If you are concerned about this deadline, email cp.marketplace@odhsoha.oregon.gov.​

To gain and keep access to Oregon's state-based marketplace, assisters and insurance agents must complete Oregon's Enrollment Partner Certification Training by Oct. 31. If you have concerns over the deadline, please contact:

All new assisters and insurance agents will have the opportunity to take the Marketplace training within 30 days of hire. Future training schedules will be posted to this page.​

​No. Due to Oregon’s transition to a State-based Marketplace, the curriculum contains new information and must be completed in full.​

​No. If you would like to assist clients with enrolling in health coverage through HealthCare.gov or in a Marketplace in another state, you must complete the training requirements through CMS or that state. ​​
