Community partner program annual certification training for all assisters
Training Requirements:
There are two parts to the required annual training for all assisters:
- Oregon Health Plan (OHP) training provided by the Community Partner Outreach Program (CPOP) team at the Oregon Health Authority. (For more information about OHP training contact your CPOP Regional Outreach Coordinator (ROC) or email

- Marketplace training provided by the Oregon Health Insurance Marketplace that replaces the online Marketplace training provided each year by the Centers for Medicare and Medicaid Services (CMS); do not take the CMS training if you wish to be certified as an assister in Oregon.
Marketplace training information:
Marketplace certification training is intended to provide assisters with Marketplace information, so assisters feel empowered to help individuals they encounter that are not eligible for OHP and potentially eligible for the Marketplace feel confident making a qualified referral or assisting with a Marketplace application. Even organizations that primarily assist with OHP are required to have all assisters complete the Marketplace certification training in its entirety. The Marketplace certification training is approximately 6 hours long including breaks. Certification in Marketplace Training requires a passing score of 80% or higher on the online exam.
- Marketplace training must be completed annually. The training year for the Marketplace starts July 1, 2023 and is called “training year 2024 (TY2024)."

Current assisters must complete Marketplace training by October 31, 2023.
- Assisters who are onboarded after October 31 should complete the training as soon as possible, preferrably within 60 days of assister certification.
- The trainings will be offered in Spanish as well as English.
Registering for training:
- You can take any scheduled Marketplace training offered that aligns with your schedule, but we recommend taking a training with your Marketplace outreach coordinator.

- You will receive an email after registering for training within 3 days confirming your registration. Please check your spam and junk folers for this email. All Marketplace training must be completed by October 31, 2023 to remain an active application assister.
Annual training Timeline

July 1: Annual training year begins. Only in-person training will be offered from July to September. We highly encourage assisters to attend in-person training with their Marketplace Outreach and Education Coordinator if they are able.
September - October: On-demand training and virtual trainings will be available. In-person training can be scheduled if requested. All assisters must complete training during this time, even if they completed initial training between Nov. 2022 and April 2023.
October 31: Requied annual Marketplace training due for all assisters.
November - June: On-demand training available. Limited live trainings available.

I just took the Marketplace training, do I need to do it again?
Yes! If you took the Marketplace training in April 2023 or before, you are required to take the new training for TY2024. This is an annual training, and training is due on Oct. 31, 2023, to remain an active application assister. In addition, our training curriculum has been slightly modified from last year, so you will see new information in this year's training.
Why should I take the Marketplace training if I don’t help OHP eligible clients?
We understand that many assisters do not directly help people with Marketplace applications. Marketplace training is a CMS requirement for all assisters and helps assisters to understand Marketplace eligibility so they can make qualified referalls when someone does not qualify for OHP, or help the client with the Marketplace process while the client is with them needing assistance.
What if I don’t encounter clients who are not eligible for the Oregon Health Plan?
Organizations that can reasonably expect they will not encounter any consumers who are not eligible for the Oregon Health Plan (OHP) may apply for an exemption to the Marketplace certification Training requirement, which will be reviewed and determined by the Oregon Health Insurance Marketplace and the Community Partner Outreach Program (CPOP). Organizations granted an exemption will still need to ensure that all assisters (even those focused on OHP) complete Marketplace Overview training. I do not have an assister ID, can I get one?

What if I miss the deadline for Marketplace training (Oct. 30, 2022)?
To remain an active application assister, you must complete all training requirements, including any corresponding exam. If you are concerned about this deadline, email
cp.marketplace@odhsoha.oregon.gov.
What if we hire a new assister after Oct. 30?
All new assisters will have the opportunity to take the Marketplace training within 30 days of hire. Future training schedules will be posted to this page and on the Marketplace Groupsite (ohim.groupsite.com).
