What is OHP, the Marketplace, and Medicare?

What is the Oregon Health Plan?

The Oregon Health Plan (OHP) is free health coverage from the State of Oregon. People who meet income and other requirements can get the Oregon Health Plan. OHP covers medical, dental, and mental health care. It also covers help with addictions. 

You can apply for the Oregon Health Plan at any time of the year. Enrollment is always open for OHP. When it is time to renew your OHP benefits, OHP will send you a letter.

All children and teens up to age 19 may qualify to receive OHP, regardless of immigration status, as long as they meet income criteria.

For adults, OHP is available from ages 19 through 64. Adults must meet immigration status and income requirements, unless they are pregnant. Any pregnant individuals may qualify, regardless of immigration status, if they meet income guidelines.

What is Medicare?

Medicare is the federal health insurance program for people age 65 and older. Certain people younger than age 65 can qualify for Medicare, including those who receive Social Security Disability Income and those who have permanent kidney failure. Because Medicare is health insurance, you share the costs of your care.

Your initial enrollment period is the seven months surrounding your 65th birthday. In this period, you can enroll in Parts A, B, C, and D. If you receive Medicare due to Social Security disability, your Parts A and B automatically start in your 25th month of disability income. The initial enrollment for Parts C and D starts in the 21st month and ends in the 28th month.

If you miss your initial enrollment period, you may have to wait until the annual enrollment period (Oct. 15 to Dec. 7) to sign up for Medicare Advantage (Part C) or prescription drug coverage (Part D). Coverage begins Jan. 1.

What is the Marketplace?​

Private health insurance plans, and financial help with your coverage, are available through HealthCare.gov. Private health insurance plans in every Oregon county are offered on HealthCare.gov. All the plans include comprehensive health benefits, and the Oregon Health Insurance Marketplace makes sure the plans meet state and federal requirements. HealthCare.gov is the only place to get help paying for coverage when you buy insurance for yourself or your family.
